La sanità rurale cinese : interessi privati e necessità sociali nell'era di Hu Jintao e Wen Jiabao

Abstract

L’ipotesi di lavoro di questo studio consiste nel considerare la costituzione di interessi economici quale elemento capace di influenzare l’implementazione delle politiche sanitarie cinesi, limitando la capacità di Pechino di perseguire obiettivi strategici di sviluppo sociale. Per verificare tale ipotesi, viene proposto un case study sulla sanità rurale, illustrando con quali modalità e in che misura interessi privati abbiano ostacolato le misure varate nell’ultimo decennio con l’intento di garantire più equo accesso alle cure. Sulla base dell’analisi sull’interazione fra sfera pubblica e privata in ambito sanitario, vengono infine individuate possibili piattaforme di articolazione dell’interesse economico, potenzialmente in grado di influenzare il processo decisionale in ambito sanitario. Il lavoro proposto si basa in larga misura su materiali raccolti sul campo fra 2008 e 2011 attraverso interviste mirate, testimonianze spontanee e osservazione non partecipante. Tali dati sono stati analizzati in modo qualitativo, costruendo un discorso critico attorno all’ipotesi di partenza.

The present research is based on the hypothesis that economically driven interests are currently exerting an influence on the implementation process of Chinese health policies, curtailing the capacity of the central government to pursue its strategical goals in terms of social development. This hypothesis is verified through a case study on health care provision in rural China, describing through which modalities and to what extent private interests hampered the implementation of health reform measures taken in the last decade by the central government, aimed at ensuring more equitable access to health care services. Based on the analysis of the interaction between the public and private spheres, this study also identifies possible interest articulation avenues, through which economically driven interests might be able to influence the decision making process in the future. This work draws largely on evidences collected during fieldwork carried out between 2008 and 2011. Materials collected on field consist of interviews, personal accounts and non-participant observation. Data were analyzed qualitatively, building a critical discourse aimed at verifying research hypothesis.
