Abstract:
Between 2003 and 2011, with the arrival of Luiz Inacio Lula da Silva and José Luis Rodríguez Zapatero to the presidency of the governments of Brazil and Spain there was a change in the political model of both countries. These new policies of more social cut, emphasizing this above the economic plane, had a great importance in the external action of each state. In this project, what we want to analyze is the impact of relations between the two governments in the bilateral and multilateral frameworks. In order to know the important turn of the two executives, we must understand the development of the policy in both countries and the evolution of this with respect to their external environment. The role of medium powers that these governments have wanted to play, the Europeanist vocation of Spain, the importance of Brazil in Latin America and the historical ties that link the Spanish nation with Latin America reveal a complex reality that will be reflected in the different forums of action of the Brazilian and Spanish governments.
Our purpose in this project is to get to know, beyond the political wills promoted by the two governments, the objectives, which are complex, depending on numerous national and international factors. The social turn proclaimed by the governments of Brazil and Spain, will be the cornerstone on which all our work will turn.
