European Healthcare Systems and Cross-Border Healthcare Mobility

Abstract

The thesis aims to outline the European framework about healthcare by analyzing the main models adopted by countries, the methods of providing services in the case of cross-border mobility and a sentence of the Court of Justice of the European Union related to cross-border healthcare mobility. Finally, the topic of health will be addressed in the light of the COVID19 pandemic. The document has been written using both primary and secondary sources. The first part analyzes the different healthcare models adopted by the various European countries, outlining the main players, the methods of financing, the provision of services and making a comparison between various countries and the related models. The second part analyzes cross-border healthcare mobility and patient rights in light of the European Health Insurance Card and Directive 24/2011. The third part analyzes the ruling of the CJEU relating to the Watts case (C-372/04). Finally, the fourth part delineates a brief analysis about the evolution and proposals on health matters at European Union level following the COVID19 pandemic.
